Bungie has?tried?to keep the lid on its secret new game.?Tried and failed. Again.

It's fair to say that gamers are?excited to see what the?developers at Bungie are working on. Very very excited.?After all, Bungie is the company that created the beloved?Halo franchise (which 343 Industries took over?after?Bungie parted ways with Microsoft).

That means, when it comes to this company's?next project,?expectations and anticipation is extremely high. That also means that,?despite Bungie's efforts to keep things hush-hush, images and news about its?new game have been?outed for all the world to see this week. And it's the third time in recent months that information about this?new project has been leaked.

It was earlier this year that we first learned that Bungie's?newest project is code-named?"Destiny" and is reportedly?a?four-game sci-fi, action shooter?series.?We learned this not because Bungie made an official announcement but because the details were outed?in?documents that were?released as part of a lawsuit?between Activision and Infinity Ward co-founders Jason West and Vincent Zampella.

Then came leaked documentation ? revealed?by game site Kotaku ? that, in part, describe the "Destiny" gameplay as?"still quite like Halo."?

And this week, game site IGN revealed concept art and a story synopsis for "Destiny" ? information that was?provided to them by an unnamed source. Kotaku confirmed that it too had?received?the leaked material, which describes "Destiny" as "fun and accessible to all," and an attempt "to create a universe as deep, tangible and relatable as that of the Star Wars franchise."

According to IGN, the document reveals "Destiny" to be a highly social game set 700 years in the future in the Last City on Earth, where a giant?alien ship "hangs overhead like a second Moon." It goes on to describe how ...

...?strange, alien monsters creep in from the edge of the universe, determined to take Earth and the Last City. We are young ?knights? tasked with defending the remains of humanity, discovering the source of these monsters and ? eventually ? overcoming it.

Bungie has not confirmed that all of this information is correct. However, the company has now issued a statement?on its website, along with the top?image, explaining: "We?weren't?quite ready, but we will be soon, and we can?t wait to finally show you what?we've?really been up to."

Here's hoping "soon" is, you know, soon. Because clearly, we can't wait to see what they've really been up to.

The three-judge panel unanimously upheld a state law requiring applicants to prove that they?d received a personal threat or had some other special need for protection before they would be granted a permit to carry a concealed firearm in public.

An appeal to the US Supreme Court is expected.

A group of gun owners backed by a major gun rights group challenged the permit requirement as a violation of their Second Amendment rights.

They contended that as law-abiding citizens they should be able to carry concealed weapons without having to prove to government officials that they had ?proper cause? to do so.

The gun owners argued that the US Supreme Court established in landmark decisions handed down in 2008 and 2010 that Americans possess a fundamental right to keep and bear arms for self protection.

At issue was whether New York?s 100-year-old concealed permit requirement violated Second Amendment rights by forcing applicants to demonstrate a special and individualized need for self protection apart from simply a general desire to carry a weapon for added security.

For example, under New York law, living in a high-crime area is not enough of a threat to entitle a gun owner to be issued a concealed carry permit.

The three-judge panel of the Second US Circuit Court of Appeals ruled that the Supreme Court?s decisions established a fundamental right to possess firearms in the home ? but that that right did not entitle law-abiding citizens to carry concealed weapons in public places.

?What we know from these [Supreme Court] decisions is that Second Amendment guarantees are at their zenith within the home,? Judge Richard Wesley wrote for the panel.

?What we do not know,? he said, ?is the scope of that right beyond the home and the standards for determining when and how that right can be regulated by a government.?

The court went on to conclude that the requirement of proof of a special need for self protection before receiving a permit was ?entirely consistent? with the right to bear arms and the state?s traditional authority to regulate handgun possession in public.

?Plaintiffs contend that their desire for self defense is all the ?proper cause? required by the Second Amendment to carry a firearm,? Judge Wesley wrote.

Floods in Britain highlight insurance dispute

LONDON (AP) ? Lynne Jones' cozy bed and breakfast in Britain's Lake District boasts views over the River Greta where heron come to feed, and a panoramic vista of Skiddaw mountain.

Jones says her B&B has another virtue: It's practically watertight. In an island nation where some 920 homes have flooded and at least three people have died in the past few days, that's saying something.

"It's almost an ark," she said. "Short of actually letting it float, we've done everything we can to protect it."

But the floodgates and other fixtures Jones installed haven't led to lower insurance premiums. And things may get worse, as the British government and British insurers battle over a deal that would provide state guarantees for flood coverage at a time when losses are expected to rise because of global warming.

With more storms on the way, the government and the insurance industry are engaged in mutual finger-pointing. Insurers say the government is failing to provide homeowners the type of guarantees that other European countries and the U.S. do, while the government is accusing the industry of whipping up people's fears by publicizing its negotiating position even before flood waters have receded.

If a deal isn't struck by the end of June, as many as 200,000 people in Britain could either lose their insurance or find it too expensive to pay premiums that are certain to rise without government guarantees.

All this comes as the European Environment Agency reported that global warming has caused an overall rise in sea levels globally and along most of the region's coasts. There has also been an increase in flooding along streams and rivers.

Floods and storms account for around two-thirds of the costs for natural disasters, the agency concluded. And those costs continue to rise.

"The contribution of climate change to the damage costs from natural disasters is expected to increase in the future due to the projected increase in the intensity and frequency of extreme weather," the report said.

Mindful of the trend, British insurers want to place a surcharge on all insurance premiums to create a new funding pot to cover flooding claims. But until that fund is built up, they want the government to back a temporary overdraft to cover any shortfalls during periods of intense flooding. So far, there's no deal, and people watching floodwaters rise across the country have become uneasy.

"Negotiations have hit an impasse," Nick Starling, the director of general insurance at the Association of British Insurers said in a statement. "Insurers know their customers are increasingly worried about flood cover and we will therefore continue talks with government to try and find a way forward."

The government says the door is still open to an agreement, but declined to get into the specifics. But it did take time to criticize the timing of the industry's announcement, coming as heavy rains swept across the country and forced the evacuations of hundreds of homes.

Environment Secretary Owen Paterson said raising the issue of insurance was causing alarm unnecessarily.

"I think the timing was unhelpful," he told BBC on Monday. "There are a lot of people across the country who are going to face some very bad weather over the next few days. Many people are extremely worried, and I think it is not helpful to alarm people when we are in close, detailed negotiations."

Prime Minister David Cameron raced to flooded areas Tuesday to underscore his concern. But with images of furniture floating down streets and cars lurching in torrents of mud, the argument that more needs to be done to help people recover is tough to ignore.

Governments around the world have responded to the problem of flooding in different ways. In Germany, coverage for flooding is offered as an optional add-on for household insurance with some 30 percent who need it going to private insurers ? although the state has stepped in to help after big disasters. In the United States, the government partly backs flood insurance for high risk households, as does France, the insurers' group said.

In the Netherlands, home of the legendary boy who held back floodwaters by placing his finger in a dike, flood risk is normally excluded from property insurance policies due to the high potential loss. The Dutch state will pay compensation under some circumstances to those suffering losses that the market does not insure, though there are limits.

The National Flood Forum, a U.K. charity that represents people who are at risk of flooding, hopes that the latest troubles will finally persuade ministers and the industry to strike a deal. Talks on a plan have been going on for years and without an agreement people will struggle to get insurance and to deal with the consequences, said Paul Cobbing, the group's chief executive officer.

"The floods that have happened in the last few days are the perfect illustration of why insurance is so important," Cobbing said. "It saves families from ruin."

Homeowners like Jones, 60, from the town of Keswick in Cumbria, want the government and insurers to settle their differences ? for the benefit of the people and their piece of mind. She urged homeowners to learn their rights ? particularly in terms of what they can ask of insurance companies when they pay claims.

A lot, she says, can be wrapped up in one piece of real estate.

"It's our home. It's our business," she said. "It's our children's inheritance."

HTC opens store-within-a-store in Germany, hopes it's your One-stop shop

Electronics giants who want to compete for retail attention but can't always justify a full presence have a common trick: open a mini store. Apple did it, Microsoft did it, and Samsung virtually based the Galaxy S III launch on it. HTC is next at bat. While it has its own stores in Asia and parts of Europe, the smartphone designer is trying out a store-within-a-store at the giant Saturn-Markt shop in Hamburg, Germany. Swing by and you can buy or test a device like the One X+ or Windows Phone 8X alongside accessories -- including Beats headphones, naturally -- with dedicated staff to help. HTC didn't immediately have details of larger plans when we reached out, but there's talk at MyDrivers of further such stores as well as seminars that would help make sense out of Sense. There's no guarantee that HTC will benefit from carving out its own retail space in what's often considered hostile territory; even so, the move can't hurt when the company is fighting for relevancy.

Arrest in death of Ark. girl in prior abuse case

BENTONVILLE, Ark. (AP) ? Bentonville police announced Monday evening that they have arrested a neighbor in the slaying of a 6-year-old girl whose body was found two days before Thanksgiving.

Jersey Bridgeman was reported missing the morning of Nov. 20, and her body was found minutes after a search began in an abandoned house two doors from her home.

Police Chief Jon Simpson said Zachary Dewayne Holly, 28, is charged with capital murder, kidnapping and residential burglary and that he's being held in the Benton County Jail.

Simpson said Holly will have a bail and probable cause hearing Wednesday, during which a probable cause affidavit will be released.

"Many questions related to this investigation and arrest will be answered by the affidavit of probable cause, which will be released on Wednesday," said the chief, who didn't take questions from reporters.

Simpson said work by the State Crime Lab helped speed the arrest but he didn't say how Jersey was killed or release other details about her death or what led police to Holly.

The chief said the girl's family had been notified about the arrest. A funeral for Jersey funeral is set for 1 p.m. Tuesday at Rogers Funeral Home in Rogers.

Jersey's death came about a year after abuse allegations were leveled against her father and stepmother in nearby Rogers.

Court records show David Bridgeman told an investigator he cut a belt to fit around his daughter's ankle and chained her to the dresser because she got into medication and other things around the house. He and Jersey's stepmother, Jana Bridgeman, pleaded guilty in June to false imprisonment, permitting abuse of a minor and endangering the welfare of a minor.

Jana Bridgeman is serving a 12-year prison sentence, plus three years for a probation revocation. David Bridgeman is serving an 18-year prison sentence.

Police revealed little about the homicide investigation, but police Capt. Justin Thompson said earlier that there was "no reason ... for the community to be worried at this point."

Thompson said the girl died sometime the morning her body was found ? between midnight and 6:53 a.m. He would not reveal who called 911 to report her missing.

After Jersey's body was found, investigators searched the home where she lived and the house where her body was found, as well as the homes in between.

Welcome to the Currency War, Part 5 The Dollar ... - Financial Sense

Not so long ago the dollar was the world?s only reserve currency. Everything else was one (or several) steps down in terms of safety and liquidity, and major financial institutions acted accordingly, accumulating dollars for the risk-free parts of their portfolios. Global demand for dollars was, as a result, effectively infinite, which meant the US could borrow whatever it wanted, secure in the knowledge that the Treasury bonds it created would find willing buyers.

But quietly, over the past couple of decades, the dollar has been joined at the top by the euro, yen, pound sterling and Swiss franc. And now the list of legitimate reserve currencies has expanded to include Canadian and Australian dollars:

LONDON (MarketWatch) ? The Australian and Canadian dollars, the world?s leading commodity-rich currencies, are being formally classified as official reserve assets by the International Monetary Fund, marking the onset of a multi-currency reserve system and a new era in world money.

In a seemingly innocuous yet highly portentous move, the IMF is asking member countries from next year to include the Australian and Canadian dollars in statistics supplied by reserve-holding nations on the make-up of their central banks? foreign exchange reserves. The technical-sounding measure, reflecting growing diversification of the world?s $10.5 trillion of reserves, is likely over time to exert wide-ranging impact on world bond and equity markets.

Expanding by two the list of officially recognized reserve assets from the present five ? the dollar, euro, sterling, yen and Swiss franc ? signals a new phase in the development of reserve money. For most of the past 150 years, the world has had just two reserve currencies, with sterling in the lead until the First World War, and the dollar taking over as the prime asset during the past 100 years.

Sterling ? although still the world?s third reserve currency on IMF figures, just ahead of the yen ? has been in relative decline since the Second World War. The birth of the euro in 1999 has turned the European single currency into the world?s No. 2 reserve unit, but it is now officially accepted that the dollar and the euro share their role with smaller currencies.

Enshrining in official thinking a development already evident among reserve managers and on private markets, in a sense, does no more than catch up with reality. However, the IMF step has both practical and symbolic importance and will likely promote further asset diversification among official and private asset managers.

The popularity among central banks of the Australian and Canadian dollars, which have been relatively strong even against the firm U.S. dollar during the past few years, reflect their stable economic growth and intact banking systems since the financial crisis, as well as the influence of Australian and Canadian commodity resources. On informal estimates, worldwide official foreign-exchange holdings in each of the two currencies probably are around $60 billion.

The Chinese renminbi, the Korean won and the Singapore dollar are being held by a relatively small number of central banks. There are no Asian currencies (apart from the yen) on the new IMF list, reflecting their still very low use as official assets.

The renminbi has attracted widespread attention as a possible future reverse currency. But it?s still some years away from attaining that status, primarily because it is not fully convertible. Although held in appreciable quantities by 10 to 15 central banks around the world, the Chinese money lags as a reserve currency behind not just the Australian and Canadian units but also some Scandinavian currencies.

People?s Bank of China Gov. Zhou Xiaochuan said at the weekend: ?For the central bank, the next movement related to the yuan [renminbi] is going to be reform of convertibility ? We are going to realize it, we are moving in this direction, we need to go further, we will have some deregulation.?

Zhou, who will have completed 10 years at the central bank next month, is widely expected to retire shortly. The focus will be on how much scope the Chinese Communist leadership gives his successor to pursue further financial liberalization.

The importance of the dollar has diminished, from a peak of 71.5% of declared reserves in 2001 to just under 62% by 2012. Outside the five standard reserve currencies, the importance of ?other? currencies has risen, from a low of 1.3% in 2001 to 5.3% by end-June 2012, amounting to $310 billion.

Some thoughts

Categorizing Canadian and Australian dollars as reserve currencies makes sense when you view those countries in terms of gold, oil, sunshine and other resources per citizen. By that measure, each Canadian and Australian dollar is backed by a lot more real value than are the currencies of the paper-dependent societies like the US, Europe and Japan. If, as seems likely, we?re in the early stages of a shift away from financial assets and towards real things, the relative strength, and currency exchange rates, of the better-run resource-based economies will keep improving, making their currencies less risky and more profitable investments.

Note that the Chinese renminbi (aka the yuan) and Singapore dollar aren?t on the list. But they will be soon, with China now the second biggest economy (and an aggressive importer of gold) and Singapore becoming the preferred destination of global savings (especially gold storage) now that Switzerland has been cracked by the IRS and other tax authorities. See China?s next step in yuan overhaul is convertibility.

Gold, meanwhile, is once again being accumulated rather than dumped by central banks, and has already, arguably, replaced the dollar as the most coveted reserve asset. This, by the way, is simply a return after a 40-year absence to the place gold has occupied since the beginning of recorded history.

What does this mean for the dollar? First, a lot of central banks and trading firms will sell dollars to buy those other currencies and gold in order to make their portfolios reflect evolving financial realities. That selling pressure will, other things being equal, lower the dollar?s relative value, which is another way of saying that the US might not be able to borrow infinite amounts of money going forward, forcing us to either cut annual deficits far faster than is currently planned or pay a higher interest rate on future borrowings, which would increase future deficits.

The US, in short, will finally be subject to the same economic laws as lesser countries, with the same result: excessive debt and money printing lead to currency crisis which leads to depression.

The comet last made its closest approach to the sun, when it sheds dust and gas most profusely, in 1998. This led to some spectacular showers between 1999 and 2002 that sent as many as 3,000 objects an hour hurtling through the atmosphere.

This weekend's display is expected to be decidedly more modest, with perhaps as many as 10 meteors an hour Saturday morning, and as many as 15 an hour Tuesday morning ? a rate comparable to other Leonid showers in more recent years. Astronomers estimate that the comet shed the material for Tuesday's encounter in 1,400 AD.

The best places to view the show are in locations with little light pollution from cities or towns. At the time the shower peaks, the Leonids' apparent point of origin will be about 55 degrees above the eastern horizon. That's a bit more than halfway between the horizon and straight up, or zenith.

In 1833, the Leonids put on a breathtaking display. By some estimates, meteors were flitting through the atmosphere at rates of 100,000 to 200,000 an hour. The peak was brief enough to be visible throughout North America, but not in Europe.

The shower caught the attention of Denison Olmstead, a professor at Yale University in New Haven, Conn. He spent time gathering as much information as he could from eyewitnesses ? some of whose fields now sported meteorites ? as well as his own observations that Leo seemed to be the location in the sky from which the shower originated. Because his quest got picked up by newspapers, he was inundated with reports from up and down the East Coast.

His conclusion: Meteors were not an atmospheric phenomenon, as many long believed. Rather, they came from beyond the atmosphere. He essentially has gotten the nod for bringing the study of meteors into astronomy's fold.

9.2-million-year-old rhino skull preserved by instant 'cooking to death' in volcanic ash

ScienceDaily (Nov. 21, 2012) ? Less than 2% of Earth's fossils are preserved in volcanic rock, but researchers have identified a new one: the skull of a rhino that perished in a volcanic eruption 9.2 million years ago. The find is described in a paper published November 21 in the open access journal PLOS ONE by Pierre-Olivier Antoine and colleagues from the University of Montpellier, France.

The fossil, found in Turkey, is thought to be that of a large two-horned rhino common in the Eastern Mediterranean region during that period. According to the researchers, unusual features of the preserved skull suggest that the animal was 'cooked to death' at temperatures that may have approached 500? C, in a volcanic flow similar to that of the eruption of Mt. Vesuvius in Italy in 79 A.D.

The rhino's grisly death was near-instantaneous, and followed by severe dehydration in the extreme heat of the eruption. As the researchers describe its end, "the body was baked under a temperature approximating 400?C, then dismembered within the pyroclastic flow, and the skull separated from body." The flow of volcanic ash then moved the skull about 30 km north of the eruption site, where it was discovered by the four member research team.

Although other researchers have previously identified fossils of soft-bodied organisms preserved in volcanic ash, organic matter near an active volcanic eruption is usually quickly destroyed by the high temperatures, making a fossil such as this one extremely rare.
